In my experience of speaking with immigrants from China to the United States, it seems many of them pronounce the word idea with a final ɹ (even before a consonant). Why?
According to here, it is actually a fairly common phenomenon in non-rhotic accents. It could be that the Chinese accent is either due to British influence or just another example of this.
Edit: I'm guessing you're already aware of this, since you mention "even before a consonant", and the above applies to insertion between vowels.
