Do we want capitalized tags?
So, the general consensus on *[Should we allow capitalized tags?](https://meta.codidact.com/questions/277449#answer-277454)* seems to be yes. The obvious next questions is, do we, the Language community, want them?

Since we've recently gotten the [Thai] tag, we now have language tags both capitalized and lowercase. For the sake of consistency, I think we should decide whether we want language tags to be capitalized or not, especially while the number of tags is still small.
