1. Having language tags capitalized and others not might increase their visibility or specialness. This would not be a bad thing.

2. English likes to capitalize some strange things such as language names. Since this site seems to be in English, following its convention would be a good idea.

3. On the other hand, if people see some tags with capitals, they might start adding them to other things, too. This would be aesthetically unpleasing, as there would be no consistency, and 1. would be defeated. Hence, such tags should be turned into no-caps versions. I doubt this would be much work, but it would be some work.

Overall, it seems to be a good idea to have language tags written with an initial capital letter.
