How did kúklos ("circular") shift to signify "general"?

adjective formed from the prefix *en-* ‘in’ and
*kúklos* ‘circle’ – source of English *cycle* – meant
**originally ‘circular’, and hence ‘general’**, and is
the ultimate source of English *encyclical* [17];
